Municipal Manager – Mr Sydney Adams
The Municipal Manager is the head of the administration, responsible and accountable for tasks and functions as provided for in the Local Government: Municipal Systems Act, No. 32 of 2000 and Chapter 8 of the Local Government: Municipal Finance Management Act, No. 56 of 2003.The Municipal Manager is also the Municipal Electoral Officer for the municipality.
The key role of the Municipal Managers Office is to strengthen good governance and public participation, the municipality has devised strategies that will improve and enhance the relationship between various stakeholders that play a critical role towards achieving municipal goals and objectives.
The Office of the Municipal Manager is also responsible for the following:
- Responsible for the establishment and maintenance of a strategic management system for the municipality as a whole to ensure the achievement of the municipality `s strategic objectives and its developmental and service delivery obligations.
- Development of Integrated Development Plan (IDP).
- Oversee the implementation and maintenance of the municipality ’s integrated development plan (IDP) to ensure the proper execution of the IDP.
- Municipal performance management (Institutional and Individual)
- Strategic management of the effective and efficient provision of services to the local community to ensure that services are delivered in a sustainable and equitable manner.
- Develop and monitor policies at the strategic management level to ensure its purposefulness and efficiency.
- Management and stimulation of economic development within the Municipality
- Develops and implements the strategic plan, policies and programmes for the local economic transformation.
- Identify suitable land for agricultural purposes, developed business plans and render a coordinated advisory service on economic development issues.
- Execution of council resolutions relating to Office of the Municipal Manager.

Chief Financial Officer – Mr Quinton Cloete
The objectives of the Financial Services Department are amongst others:
- To render effective and efficient financial, budgeting and supply chain management services to the Accounting Officer in terms of the Municipal Finance Management Act 56 of 2003
- To provide a supply chain management system and procurement which is transparent, efficient and competitive, while ensuring best value for money for the District Municipality.
- To provide financial services to council, management and various external bodies in respect of year-end and in-year financial reporting, financial management, the operational and capital budget, managing cash flow and investments and implementing the Municipal Finance Management Act.
- To provide financial services to management and council in respect of the salary budget process, the payroll, creditors’ administration and financial administration of council’s capital assets.

Senior Manager: Corporate and Commuity Services – Mr Gareth Cloete
The objectives of the Corporate Services Department are amongst others:
- To ensure that the administration of the Municipality is running smoothly, that all administrative and legal processes and prescripts are complied with.
- To provide sufficient and a proper Human Resource function, appoint the necessary staff and ensure proper training and functioning.
- To ensure that the property portfolio of the Municipality is properly administered, maintained and that all related matters are being dealt with.
- Planning, design, procurement, implementation, management and maintenance of municipal information and communication technology network infrastructure
- To ensure that proper labour relations, communication and customer care are practiced in the workplace.
- To ensure that all legal matters and legal compliance are attended to, that all contracts, tenders and documentation comply with legislative procedures and to provide legal advice where needed
- To ensure that a service of high quality, standards and professionalism is rendered by the Directorate and units within Corporate Services
- To provide a sufficient and proper Archive Service
